The Rashtriya Uchchatar Shiksha Abhiyan (RUSA) is a centrally-sponsored initiative aimed at strengthening higher education institutions across state universities and colleges. Launched in 2013, it supports infrastructure development, quality improvement, accreditation, faculty enhancement and research innovation to ensure access, equity and excellence in higher education.
Under RUSA, grants are provided to colleges and universities on a norm-based, outcome-oriented basis, and major components include infrastructure grants to institutions, creation of new model degree colleges, upgrading of colleges to universities, vocationalisation of higher education and equity initiatives for underserved populations.
The scheme is designed to drive institutional reforms in governance, teaching-learning processes, examination systems and administrative structures. The current phase of RUSA has been extended until March 2026 and targets around 1,600 projects with a total outlay of approximately Rs.12,929 crores.
